Gustavo Estuardo Camacho Dávila
President of the Financial and Monetary Policy and Regulation Board

He is an economist with over 10 years of experience in the public sector, specializing in public finance. He holds a master’s degree in Tax Administration, a Diploma in Applied Public Management, and several specializations in risk management and analysis for PPP and delegated management projects.

He served as Undersecretary of Fiscal Policy in the Ministry of Finance (2022-2023), Undersecretary General of the Cabinet in the Office of the President of the Republic of Ecuador, and Presidential Delegate to the Debt and Financing Committee.

 

María Isabel Camacho Cárdenas
Deputy President of the Financial and Monetary Policy and Regulation Board

She holds a degree in economics from the Pontifical Catholic University of Ecuador (PUCE) and a master’s degree in Development Economics from the Latin American Faculty of Social Sciences (FLACSO). She has extensive experience in risk analysis and financial regulation, having held various positions at the Central Bank of Ecuador, including Deputy Manager of Monetary and Financial Stability, National Director of Systemic Risk, and Systemic Risk Expert.

She has also worked in the public sector in various roles, including Advisor to the Vice Ministry of Urban Development and Housing, Advisor to the Technical Secretariat for the Popular and Solidarity Financial Sector Regulation Board of the Coordinating Ministry of Social Development, and Director of Planning and Budget at the National Secretariat of Planning and Development (SENPLADES).

 

Silvia Daniela Moya Arteta
Member of the Financial and Monetary Policy and Regulation Board

She is an economist and finance specialist, a graduate of the Universidad San Francisco de Quito, with a master’s degree in Strategic Management from the Solvay Brussels School. She has ten years of experience in the public sector, working in institutions such as the Ministry of Foreign Affairs, the Ministry of Justice, and the Municipality of Quito.

She has led multidisciplinary teams in areas such as finance and human talent, promoting teamwork, innovation, and the generation of strategies to achieve institutional goals and strengthen collective growth. Her specialization in Business Creation has allowed her to delve deeper into the importance of merging innovation with management, exploring new markets, and applying contemporary techniques in the business world.

 

Roberto Javier Basantes Romero
Member of the Financial and Monetary Policy and Regulation Board

He is a lawyer with master’s degrees in Financial, Stock Market and Insurance Law, and Administrative Law. He has over 20 years of experience in banking, public, and oil contracting, as well as extensive experience in banking, corporate, aeronautical, and administrative law. He has served as legal director in various entities, in addition to working as a trainer and writer for legal editorials.

In the public sector, he has worked in institutions such as the Superintendency of Banks, the Council for Citizen Participation and Social Control, and the Secretariat of Hydrocarbons, among others. Since 2021, he has served as a political and legal advisor in the National Assembly.

 

Jeniffer Nathaly Rubio Abril
Member of the Financial and Monetary Policy and Regulation Board

She is an economist with a PhD in Econometrics and Quantitative Economics and a Master’s degree in Applied Economics from the University of Alcalá. She has over a decade of experience at the Central Bank of Ecuador (BCE), where she held positions as Economist Coordinator of Payment Systems Risk, Director of Monetary and Financial Programming and Regulation, and Payment Systems Risk Coordinator.

She is also a researcher and university professor at the University of the Americas (UDLA), with publications on grants, payment systems, macroeconomics, econometrics, and financial analysis. She has extensive experience in the banking industry and data analysis (BI), with skills in Business Intelligence, Excel, financial research, and analysis.
